Riddle me this ...

If a police officer is working his assigned shift, is in uniform, is driving a squad car of his police department employer, is assigned by radio to respond to a crash scene and is injured while working at that crash scene ...

is he on duty?

or is he off duty?

If a Board appointed by City government is to make its decision about on-duty or off-duty based on fact and not on opinion, what conclusion would such a Board make? Keeping it simple, of course. Just the facts, ma'am.
