Two Charged with Transporting Stolen Catalytic Converters

Kelly Ann Lock, 34, of Wilmington, DE and Bryan Neide, 31, of Claymont, DE, were charged today by Indictment with one count of conspiracy to commit interstate transportation of stolen property, five counts of interstate transportation of stolen property, and aiding and abetting, announced United States Attorney Zane David Memeger. The indictment alleges that between January 4, 2011 and August 5, 2011, Lock, Neide and others stole catalytic converters from more than 100 cars in Pennsylvania, New Jersey, Delaware and Maryland, and sold the stolen catalytic converters at a scrap yard located in Philadelphia, Pennsylvania.

If convicted Lock defendant faces a total maximum sentence of 55 years’ imprisonment, three years’ supervised release, a $1,500,000 fine, and a $600 special assessment; defendant Neide faces a total maximum sentence of 15 years’ imprisonment, three years’ supervised release, a $500,000 fine and a $200 special assessment.

The case was investigated by the Federal Bureau of Investigation, the Westtown-East Goshen Regional Police Department and West Goshen Police Department of Chester County, and numerous other regional and state police agencies in Pennsylvania, New Jersey, Delaware and Maryland, and is being prosecuted by Assistant United States Attorney Arlene Fisk.

An Indictment is an accusation. A defendant is presumed innocent unless and until proven guilty.
