Workmen Stirred to Action by Packard Company Announcement.

Special to The New York Times.

DETROIT, Mich., Feb. 3.—In the first three days of this week, there was an increase of 50 per cent. in applications for citizenship papers. Announcement was made on Monday to 12,300 employes of the Packard Motor Car Company, that promotion would be given only to American citizens or to those who have signified their intention of becoming citizens.

Foremen report that the announcement generally has met with approval. The workmen understand that there is no intention to discharge any one who is not a citizen, and that the action taken is prompted by a broad and patriotic spirit.
