Relocation can be complex, wrought with emotional and financial issues for the displaced, and requiring some latitude and reasonable judgment from the re-locater. Issues addressed in the video include: when and how housing is made available; the requirements of comparability, functional equivalence; the concepts of substantially the same; the role of decent, safe, and sanitary (DSS) standards; and more. Part 2 of this video explains the concept of business relocation for displaced businesses under the Uniform Act and 49 CFR Part 24. Business moves can be even more complex than residential, with a wider range of costs and considerations. This portion of the tape provides an overview of the business moving process, with added detail on the most confusing areas, such as code reestablishment of equipment and the overlap of authorities between moving and reestablishment payments.
