1925: Secretary of Agriculture W.M. Jardine addresses the Mid-West Transportation Conference in Chicago, Illinois, on "Public Sentiment and Highway Transportation." He concludes, "Railroad, waterway and highway transportation should be co-ordinated in order that each shall be developed to its highest point of usefulness without taking from another the functions which the other can perform to the better advantage of the public . . . to the end that the public needs will be met to the fullest possible degree and that a fair return upon the invested capital shall be assured to the agencies of transportation."
