This video makes a strong case for local development of incident management programs. Although advanced technologies will provide more tools for dealing with freeway incidents, this tape emphasizes simple, low-cost solutions using resources at hand. Service patrols and changeable message signs for traffic re-routing are shown. New attitudes, cooperation, and coordination between agencies are stressed as the hallmarks of modern incident management, along with the incident management plan and the preparation of different responses for different types of incidents. Both urban and rural examples are given.
