Half a license plate?

This afternoon I happened to park behind this new Hyundai Santa Fe on Newell Street in Woodstock, just across the street from the DCFS office.
You'd think, wouldn't you, that this driver would get stopped many times for this ragged, Wisconsin temporary license plate. Or that maybe an observant officer would see the vehicle parked and stop to check it out.
With no front license plate and less than half a rear plate, this would make a great get-away vehicle, wouldn't it?
Is less than half a plate just the same as no plate at all? I'd say so.
