MEXICO CITY, Feb. 11.—The City Council has failed to accept the bids of three companies for paving 100 streets with asphalt, and the matter will be taken up on a new basis. The competing firms represented New York, Chicago, and London capital. Undoubtedly some system of asphalt paving will be adopted and possibly modification in prices may be made.
