ALBANY, Feb. 3.—State Engineer Bond has arranged for a meeting at Albany on Feb. 7 and 8 to enable the representatives of the various counties of the State to confer together and to compare notes as to the actual operation during the past two years of the Higbie-Armstrong law for highway improvement by State aid. This meeting is intended by the State Engineer to take the place of those meetings mentioned in the highway law, to be held by him each year in each county.
