Two Automobile Bills in Assembly.

ALBANY, Jan. 16.—Assemblyman Joseph D. Kelly and Harding Showers each introduced a bill today affecting motor vehicles. The Showers bill provides that automobile headlights shall not throw dazzling rays more than three and a half feet above the ground on a level road. The Kelly bill provides that the highway law shall be amended to allow persons over 16 years of age to operate a car and not make 18 years the minimum legal age, as at present.
