To the Editor of The New York Times:
Commissioner Enright in his address on the traffic congestion stated that it was so easy for any one to get a driving license that many with very poor eyesight were able to do so. As every optometrist knows, low visual acuity is a handicap in seeing clearly and in judging pace and distance. It is a curious fact that insurance companies are just as indifferent as the cities. They know enough to make a thorough test of an applicant for life insurance, but any one blind or half blind can get insurance, smash a car or kill or injure some one and they cheerfully make good.
