I was disturbed to learn of the cost overruns associated with the Central Artery Project outlined in the Inspector General’s report. This causes concern on our part and presents significant challenges to the State of Massachusetts.
I am particularly concerned that we approved the state’s financial plan on February 1, which the state had presented, only to be informed later the same day that the cost estimates had been raised from $10.8 billion to $12.2 billion, a $1.4 billion increase.
We are requiring that a revised finance plan be put in place promptly. A key condition of our approval is an accurate presentation of all costs. The State of Massachusetts has been advised that we expect updates by March 15, a month earlier than initially required. We intend to assure that the plan is properly reviewed and that as necessary, we will seek assistance from the Inspector General and other sources to ensure the accuracy of the estimates.
