published in the Federal Register on September 2, 1994; FR 59 45750. 
Inadvertently, a duplicate notice was published on September 12, 1994; 
FR 59 46880. An amendment was published on September 20, 1994 to extend 
the closing date for submittal of proposals to October 20, 1994; FR 59 
48356. This amendment further extends the closing date for submittal of 
proposals to November 22, 1994.
