MAINTENANCE OF RI REGISTRATION
This will be your only reminder that it is time to submit the information required to permit
you to continue as an RI in FY 2002. The following information must be submitted
in September for FY 2002 registration, which begins October 1, 2001. For
uninterrupted service all required information must be received by October 31,
2001.
VEHICLE ELIGIBILITY
Before a nonconforming vehicle can be imported it must have an eligibility number. The
only exception is when an RI is preparing a petition to determine if the vehicle is
capable of being modified to comply with the FMVSS. Only one vehicle may be
imported by the petitioning RI, unless additional vehicles are required for crash
testing. NO OTHER RI MAY IMPORT A PETITIONED VEHICLE UNTIL IT HAS BEEN
DETERMINED ELIGIBLE. Appropriate action will be taken against any RI who imports
a vehicle without an eligibility number.
NONCOMPLYING PARTS REGULATED BY A SAFETY STANDARD
During modification of a vehicle an RI often must replace components that are subject
to a FMVSS, i.e. lamps subject to FMVSS No. 108, etc. If a part does not comply with
the applicable FMVSS, the noncomplying part must exported or destroyed. The
suggested statement of conformity, enclosed with this Newsletter, has been revised so
that you may identify the option you select.
MODEL YEAR OF EUROPEAN VEHICLES
The model year (MY) for vehicles not certified to the FMVSS is that defined by the
manufacturer. If the manufacturer does not identify a MY, the MY is the same as the
calendar year in which the vehicle was manufactured.

DELAYED EFFECTIVE DATE OF FMVSS NO. 305
The effective date for FMVSS No. 305, Electric-Powered Vehicles: Electrolyte Spillage
and Electrical Shock Protection has been delayed until December 1, 2001, see 66 FR
9533. The suggested statement of conformity has been revised to reflect the new
standard.
