It is a continuing undertaking with mammoth dimensions, and its importance is rapidly accelerating. The only guidance the highway official has under present-day conditions to determine current administrative policies [is] the back sights that are fixed by yesterday's experience, and the collection and analysis of factual data to determine the future course that appears to offer great promise."
